Types of Allowances

The NPC has outlined three types of allowances for its ad hoc staff who will be involved in the conduct of the 2023 Population and Housing Census. These include:

  1. Feeding Allowance
  2. Transport Allowance
  3. Training Allowance

Feeding Allowance

Under the feeding allowance category, the Director of Census Department, Mrs. Evelyn Arinola Olanipekun, has specified two different rates based on the roles of the NPC ad hoc staff. They are:

Specialized Workforce (SWF) – These staff members will receive a daily allowance of N2,000 for 13 days (3 days of SWF and 10 days of state training). However, states that did not observe the first 3 days are exempted. The total amount for this allowance is N26,000.

State Facilitators – The state facilitators will receive a daily allowance of N2,000 per person for 10 days. The total amount for this allowance is N20,000.

Transport Allowance

The transport allowance for NPC ad hoc staff is a fixed amount of N20,000 per person. This allowance is meant to cover transportation expenses incurred during the census exercise.

Training Allowance

The training allowance is further divided into two categories, namely trainer and trainee.

Trainer – Those who are appointed as trainers will receive a daily allowance of N15,000 for 13 days (SWF) and 10 days (state facilitator).

Trainee – Ad hoc staff who attend training sessions will receive a daily allowance of N10,000 for 13 days (SWF) and 10 days (state facilitator).

NPC Salary for Ad Hoc Staff during 2023 Census

The NPC has set out a clear payment structure for its ad hoc staff during the 2023 Population and Housing Census. Payment will be made twice for all categories, as follows:

Transport and Feeding Allowance

For transport and feeding allowances, the following rates apply:

  • Specialized Workforce (SWF): N46,000
  • State Facilitators: N40,000

Training Allowance

The training allowance rates vary depending on the role of the ad hoc staff:

  • Trainer (SWF): N195,000
  • Trainee (SWF): N130,000
  • State Trainers (Facilitators): N150,000
  • Trainee (Facilitators): N100,000

Allowances for Other Categories

The above allowances will also apply to other categories of ad hoc staff, such as enumerators and supervisors. However, these categories will have a shorter number of training days and a slight reduction in the allowance amount.

On average, the total allowances for specialized workforce, facilitators, enumerators, supervisors, and other census functionaries range from N50,000 to N100,000.

This structure is designed to incentivize efficient and effective performance by the ad hoc staff and to provide adequate remuneration for their services during the census exercise.

Main Salary for NPC Ad Hoc Staff

The NPC has also outlined the main salary structure for its ad hoc staff, which will be paid after the completion of the census exercise. The average basic or main salary for each census functionary ranges from N50,000 to N250,000, depending on the position.

The salary range for different positions of NPC ad hoc staff is as follows:

  • Facilitators: N150,000-N300,000
  • Field Coordinator: N140,000-N280,000
  • Quality Assurance Assistants/Rovers: N130,000 to N280,000
  • Supervisor: N130,000 to N230,000
  • Enumerator: N100,000-N220,000
  • Monitoring and Evaluation Officer: N150,000-N300,000
